It shows very little use, this item goes by several names; pipe benders, tubing benders and lever benders. This Rigid Lever Bender had a 1/2" Outside Diameter and a 1-1/2" radius.

Designed to bend copper tubing to a maximum of 180°. It has offset cushion grip handles and a 90° start angle. It is in very good condition. Slight amount of rust on side of this tool. It shouldn't affect it's use. See photos.
